Notice - Change in LAFCO meeting date and location!!!!

The LAFCO public hearing date and meeting location for the Rossmoor incorporation proposal has been CHANGED from Wednesday, June 18, 2008, to Thursday, May 22, 2008. The hearing will be held in the City of Santa Ana Council Chambers located at 22 Civic Center Plaza, Santa Ana, CA at 9 AM. If you have questions call LAFCO staff at (714) 834-2556.

Rossmoor Planning Committee

This is the official website of the Rossmoor Planning Committee (RPC), a committee of Rossmoor volunteers dedicated to the principle that Rossmoor needs to take control of its future by offering Rossmoor residents the opportunity to decide for themselves if they want to incorporate and become the City of Rossmoor. Current Status of Incorporation Efforts: Based upon the community’s support for proceeding with the process of incorporation (receipt of signatures of over 30% of the registered voters of Rossmoor on the petition circulated by RPC volunteers in April, May and June of 2007), the Rossmoor Community Services District (RCSD or Applicant) submitted its application to proceed with the incorporation process to Orange County Local Agency Formation Commission (LAFCO) in July 2007 with a check for the application fee of $100,000. LAFCO hired GST Consulting to prepare the Comprehensive Fiscal Analysis (CFA) to determine if the City of Rossmoor will be financially viable. GST Consulting completed preparing the public draft of the CFA and Orange County LAFCO released the public draft on February 25, 2008. Orange County LAFCO held an Incorporation Workshop Townhall Meeting in Rossmoor attended by 600 residents. On June 18, 2008, at their regular meeting, Orange County LAFCO Commissioners will vote on whether to approve Rossmoor incorporation proceeding to a vote in November 2008. Fund Raising: The RPC is a fully volunteer organization. In order to fund our activities and properly inform Rossmoor residents, we need your support. We plan on having several fund raising events. Orange County LAFCO: Orange County LAFCO (www.oclafco.org) is a local, state mandated agency that oversees the formation of new cities and boundary adjustments for cities and special districts within Orange County. LAFCO has a seven-member commission: two members are from the Orange County Board of Supervisors, two members represent Orange County cities, two are from special districts and one commissioner represents the public. One of the State requirements for LAFCO’s evaluation of any incorporation proposal is the preparation of a comprehensive fiscal analysis that projects city costs and revenues and helps determine if a proposed city is fiscally viable. The fiscal analysis is expected to be completed by Spring 2008 and will be available as a draft document for public review and comment prior to consideration of the incorporation proposal by LAFCO.

If LAFCO approves the incorporation proposal, it will be subject to a vote of Rossmoor registered voters tentatively scheduled for November 2008. Two staff members of LAFCO, Bob Aldrich, Assistant Executive Officer, and Carolyn Emery, Senior Project Manager, have been assigned to the project. As a community outreach service to the public, answers to incorporation questions which are emailed to either Bob or Carolyn will posted on both the Rossmoor Community Services District website, the Rossmoor Homeowners Association website and the Rossmoor Planning Committee website.
